MINUTES OF MORTON & HANTHORPE PARISH COUNCIL MEETING: TUESDAY 13th JUNE 2023

In attendance:

Cllrs.: R. Wells, B. Hyde, W. Lawrance, M. Harris, S. Reynolds, A. Morris, A. Tilley, K. Morris, M. Tuohy, C. Holden

County & District Cllr. S. Woolley, S. Walker (Co-option candidate) & N. Walker – R.F.O. & Clerk.

1.    TO CONSIDER APOLOGIES FOR ABSENCE.    C.Cllr. M. Hill

2.    TO RECEIVE ANY DECLARATIONS OF INTEREST IN ANY ITEMS ON THE AGENDA.

None declared.

3.    TO CONSIDER CLERK’S NOTES OF MEETING HELD ON 16th MAY 2023 FOR APPROVAL AS MINUTES. 

Following a proposal by Cllr. B. Hyde, seconded by Cllr. S. Reynolds, the Clerk’s Notes of the meeting held on 16th May 2023 were approved as Minutes and duly signed by the Chair Person, Cllr. R. Wells.

4.    CLERK’S REPORT AND CORRESPONDENCE RECEIVED.

Report:

Faded & damaged 30 mph. sign on Haconby Lane replaced. After discussion and proposal by Cllr. Hyde, seconded by Cllr. Tilley, the Council directed to obtain 3 more signs for the Parish.

Correspondence:

Letter of changed arrangements for Police communication with local authorities.
Notification of 2 overgrown hedges.
Concern over horse chestnut tree obscuring 30 mph. sign on Haconby Lane.

5.    TO CONSIDER APPROVAL OF PAYMENTS MADE IN ACCORDANCE WITH BUDGET:

Following a proposal by Cllr. M. Harris, seconded by Cllr. A. Morris, the Council approved the payments.

6.    TO CONSIDER PLANNING MATTERS:

Applications:     None in period.

Decisions: 

S23/0312    24 Paddington Way. Morton. Flat roof extension to rear of property.

S23/0467    16 Bourne Rd. Morton. 2 storey extension. to rear of property.

Granted.

7.    TO SELECT CANDIDATE FOR CO-OPTION TO PARISH COUNCIL:

Mr. Sam Walker introduced himself to the Council and reasons for seeking co-option.

Following a proposal by Cllr. B. Hyde, seconded by Cllr. S. Reynolds, Mr. Sam Walker was co-opted as a Councillor to Morton & Hanthorpe Parish Council. Respective forms were passed to Mr. S. Walker for signing and subsequent witnessing by the Proper Officer, N. Walker (no relation!)

8.    TO CONSIDER APPROVAL FOR ELECTION TERM 2023-2027 THE GENERAL POWER OF COMPETENCE FOR MORTON & HANTHORPE PARISH COUNCIL:

The criteria that must be met to hold GPC is that the elected councillors’ number sufficient to meet quorum of the authority and that the clerk holds the appropriate level of respective qualification.

Following a proposal by Cllr. M. Harris, seconded by Cllr. A. Morris, the Council agreed that the criteria is met & confirmed that GPC will be held for the current election period 2023 to 2027

9.    TO CONFIRM THE DATE OF THE NEXT MEETING: TUESDAY 25th JULY 2023.
  
10.    TO RECEIVE REPORTS FROM OUTSIDE BODIES.

Cllr. Woolley raised a concern that the Highways signs (inc.30 mph) on the A15 north of the crossroads are obscured by overgrown vegetation. Clerk to write to Highways for address of the problem.

OTHER MATTERS:

Weeds around playing field seat etc. require strimming. Clerk to pass on concern to grass cutting contractor.

It was raised that “Could there be more communication between the Parish Council and the Parochial Church Council”. It was noted that the PCC is one of a number of bodies within the Parish and the Chair Person reiterated that any person or group within the Parish is welcome to attend Parish Council meetings.

After a number of questions from parishioners to Councillors regarding a crossing for the A15 and speed monitoring equipment the Clerk was directed to obtain current costings for the next meeting.

The condition of Pearce’s Lane was raised regarding nettles & overgrown hedges etc. Peerce’s Lane is subject to ‘conditions’ on behalf of Highways. Clerk to investigate.

Hedge on corner of Edenham Rd. joining the continuation of Edenham Rd. to the left & The Grove to the right, the hedge is overgrown to the point of limiting visibility of the road. Letters from the Parish Council requesting the householder to address the issue have been sent but to no avail. Clerk to notify Highways of the issue.

The validity of the large sign on the A15 for Morton Self Store was raised. Clerk to investigate.
