CLERK’S NOTES OF MORTON & HANTHORPE PARISH COUNCIL MEETING: TUESDAY 14TH JUNE 2022

1. TO CONSIDER APOLOGIES FOR ABSENCE.

2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ANY ITEMS ON THE AGENDA.
None submitted.
3. TO CONSIDER CLERK’S NOTES OF MEETING HELD ON 3rd MAY 2022 FOR APPROVAL AS MINUTES.
Following a proposal by Cllr. A. Morris, seconded by Cllr. M. Tuohy, the Clerk’s Notes of the meeting held on 3rd May 2022 were approved as Minutes and duly signed by the Chairman, Cllr. B. Hyde.
4. CLERK’S REPORT AND CORRESPONDENCE RECEIVED.
Report:
Accounts & AGAR audited and returned by the Independent Auditor. No issues found or raised.
Bench in front of school repaired as a matter of safety (negligible cost). Actual responsibility unknown (Highways, School and SKDC state it is not theirs).
Lincolnshire Co-Operative have cut back the old Kings Head site weeds.
1 incident of fly tipping – addressed.
Correspondence:
Parishioners concern received over state of grass area at top of Bakers Way. Highways & SKDC contacted. Grass has now been cut by Highways, trees concern yet to be responded to by SKDC.
Advance warning of road closure – Edenham Rd. Hanthorpe (approx. 80m westwards) –
09:30 to 15:30 28/6/22 to 30/6/22. Full notice posted on Morton & Hanthorpe Facebook page.
5. TO CONSIDER APPROVAL OF PAYMENTS MADE IN ACCORDANCE WITH BUDGET:

Mr. N. Walker Clerk’s salary for April. £ 469.87
Malc. Firth’s L/scapes. Grass cutting for March & April. £1,348.20
Smith of Derby Church clock call-out & repair deposit. £ 592.92
Zurich Insurance Annual public liability insurance renewal. £ 549.64
Mr. N. Walker Auditor’s fee reimbursement. £ 162.24

6. TO CONSIDER PLANNING MATTERS:
Applications:
None in period.
Decisions:
S22/0518 Manor Farm, 38 High St. Morton. PE10 0NR. Change of use of barns & erection of extensions, to form 2 dwellings.
Granted.
S22/0912 Listed building consent for above application (S22/0518)
Granted.
S22/0776 Erection of single storey dwelling to rear of 42 Haconby Lane.
Refused.
7. TO CONSIDER APPROVAL OF THE PARISH ACCOUNTS, AGAR & CERTIFICATE OF EXEMPTION SUBMISSION FOR YEAR 2021-22.
Following a proposal by Cllr. S. Reynolds, seconded by Cllr. A. Morris, the Council approved the accounts and AGAR for Financial Year 2021/22. These were duly signed by the Chairman, Cllr. B. Hyde and the Responsible Finance Officer, Mr. N. Walker.
Public Rights Notice of Publication will commence on Monday 27th June for 30 working days, ending Friday 5th August. The Notice and details of publication will be posted on the 27th June.
8. TO CONFIRM THE DATE OF THE NEXT MEETING – TUESDAY 26th JULY 2022.
9. TO RECEIVE REPORTS FROM OUTSIDE BODIES.
No outside bosies were in attendance. Clerk to request update of any local area issues for the next meeting.
OTHER MATTERS:
Soft play surface at playing field cracking in places. Not a safety issue at present but clerk to arrange repair.
Concern regarding anti-social behaviour at playing field car park and dangerous driving on access road. Clerk to inform Police of the concern.
Cycle path on A15 (south bound) subject to overgrown conifer trees. Clerk to write to householder re: address of the issue.
Concern was raised over the state of the pathway north side of Hanthorpe Rd. where the new houses are being built. This has been raised with the builders and reported to Highways.
East Lane – playing field entrance – overgrown around sign posts. Clerk to address.
Dog fouling on High St. grass verges an issue. Certain persons identified as repeat offenders; please clean up after your dogs.
PLEASE TREAT OUR VILLAGE WITH RESPECT.
