CLERK’S NOTES OF MORTON & HANTHORPE PARISH COUNCIL MEETING ON TUESDAY 18th October 2022

No members of the public were in attendance. 

7.20pm PARISH COUNCIL MEETING

In Attendance:

1.   TO CONSIDER APOLOGIES FOR ABSENCE.

2.   TO RECEIVE ANY DECLARATIONS OF INTEREST IN ANY ITEMS ON THE AGENDA.

None submitted.

3.   TO CONSIDER CLERK’S NOTES OF MEETING HELD ON 6th SEPTEMBER 2022 FOR APPROVAL AS MINUTES.    

Following a proposal by Cllr. W. Lawrance, seconded by Cllr. M. Tuohy, the Clerk’s Notes of the meeting held on 6th September 2022 were approved as Minutes and duly signed by the Chairman, Cllr. R. Wells.

4.   CLERK’S REPORT AND CORRESPONDENCE RECEIVED.

Report:

3 cases of fly tipping. All reported & removed by SKDC.
2 street lights out. (one nr. school & one on Hanthorpe Rd.) Both reported to Highways.
1 new case of graffiti. – (To be cleaned & removed).

All data transferred to new laptop & backed up.

Records & Accounts passed to Chairman for mid-year audit.

RoSPA playing field and equipment annual inspect undertaken. Some minor aspects (still awaiting bolt head covers etc.) but 2 overarching aspects: Equipment in need of repaint and wet pour (soft play) surface cracking in a number of places. No safety issues.

Church clock/chiming/bells have again stopped working. Smith of Derby have been contacted and are to send and engineer. Repaired on ‘warranty’ basis.

Remembrance wreath ordered. Cllr. Hyde to represent Morton & Hanthorpe Parish Council.

Correspondence:

Police priority setting invitation (Ref. agenda item 7)
Revised bus services notification: posted a copy on the PC noticeboard & Facebook.
Invitation to take part in grass cutting grant – completed & applied for.

6.   TO CONSIDER PLANNING MATTERS:

S22/1281   24 Edenham Rd. Hanthorpe. PE10 0RB  Erection of open front agricultural store.

S22/1855   14 East Lane. Morton. PE10 0NW   Removal of 2 trees in conservation area.

S22/1972    17, High St., Morton. Conversion & extension to dwelling of outbuilding. Re-submission – previously no objections.

S22/1978    Manor Farm, 38, High St. Morton. Reduction in height of 3 conifer trees.

No objections were raised by the Council i.r.t. the above applications.

Decisions: 

S22/0940    Holme Farm, 19 High St. Morton. PE10 0NR  Erection of oak framed garage with ancillary accommodation. Granted.

7.   TO CONSIDER POLICE PRIORITY SETTING RESPONSE – TOP 3 PRIORITIES.

After discussion the Clerk was asked to put forward a single priority, that of more visible policing in the parish. It was the view of the Council that this would address the issues of speeding, anti-social behaviour and other arisings.

8.   TO CONFIRM THE DATE OF THE NEXT MEETING – TUESDAY 29th NOVEMBER 2022.

9.   TO RECEIVE REPORTS FROM OUTSIDE BODIES.

No outside bodies present.

OTHER MATTERS:

Overgrown trees on South Fen Drove (stretch for which the Parish Council holds responsibility) requires cutting back. Council to arrange.

Recent local Police newsletter identifies that they have been conducting speed checks on the A15. Clerk to request such for the 30 mph stretch through the village to focus drivers on the recent reduction from 40 mph.
