Draft Minutes of the Morton & Hanthorpe Parish Council Meeting,
Tuesday 24th February 2026

1. TO CONSIDER APOLOGIES FOR ABSENCE:
Cllrs. F. Barker, W. Lawrance, K. Morris, M. Harris, A. Morris. M. Hill
2. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ANY ITEMS ON THE AGENDA.
None raised.
3. TO CONSIDER CLERK’S NOTES OF MEETING HELD ON 13th JANUARY 2026 FOR APPROVAL AS MINUTES.
Following a proposal by Cllr. B. Hyde, seconded by Cllr. R. Carlton, the Clerk’s Notes of the meeting of 13th January 2026 were approved as Minutes & duly signed by the Chair Person, Cllr. R. Wells.
4. CLERK’S REPORT AND CORRESPONDENCE RECEIVED.
Report:
LCC have cleaned and refurbished the crossroads end bus shelter.
Seat outside of cemetery main gate to be removed due to dangerous condition.
MS Office 365 which came with the laptop (3 years) has now expired. Purchase of new (for
life version approved by the Council.
Correspondence:
Notification of Mobile Library dates for 2026…Clerk to post.
Parishioners reported village concerns – Clerk addressing.

Following a proposal by Cllr. R. Carlton, seconded by Cllr. S. Reynolds, the Council approved the payments.

6. TO CONSIDER PLANNING MATTERS:

S26/0150 74 Station Rd. PE10 0NN Mr. Jake Peters: Modification of approved plans for side
extension.
The above application was circulated to Councillors for review as the Planning Dept.
response date was prior to this meeting. No objections or comments raised.
S26/0223 Grove House, The Grove, Hanthorpe. Erection of garage/store/greenhouse.
No objections or comments raised.
Decisions:
S25/1758 Halls Garage Folkingham Rd. PE10 0NS – Application for residential development.
Granted.
S26/0044 33 Edenham Rd. Hanthorpe. Mr. R. Presland- Replace old glass house with modern
Summer house. Permitted Development.
7. TO REVIEW TENDER SUBMISSIONS FOR:
Tabulation of tender submissions were circulated to the Councillors at the meeting:
1) Grass Verges & Playing Field Grass Cutting & Maintenance (for 3 yrs. 2026 to 2029):
Following a proposal by Cllr. B. Hyde, seconded by Cllr. S. Reynolds, the tender submitted by Mr. John Kirby was selected. Clerk to communicate and contract accordingly.
2) Haconby Lane Cemetery Maintenance (for 3 yrs. 2026 to 2029):
Following a proposal by Cllr. B. Hyde, seconded by Cllr. R. Carlton, the tender submitted by Mr. Mark Lawrance was selected. Clerk to communicate and contract accordingly.
3) Playing Field Litter Collection & Disposal (for 3 yrs. 2026 to 2029):
Following a proposal by Cllr. B. Hyde, seconded by Cllr. R. Carlton, the tender submitted by Mr. Mark Lawrance was selected. Clerk to communicate and contract accordingly.
8. TO CONFIRM THE DATE OF THE NEXT MEETING: TUESDAY 31st MARCH 2026
9. TO RECEIVE REPORTS FROM OUTSIDE BODIES.
County & District Cllr. S. Woolley:
A request had been received for road sweeping of Pearce’s Lane. This has arisen previously but is complicated by the ‘Not Suitable For HGV’ restriction. Clerk to campaign.
Finance: both LCC & SKDC budget requirements to be announced shortly.
Concern that this area (Bourne & local) is being unfairly hit but the drive for new/additional residential properties.
OTHER MATTERS:
Paths in The Crescent are tall with weeds in many areas. Clerk to contact LCC Highways to address the issue.
A number of drains in the area have had issues during the recent heavy rain. Clerk to investigate and contact respective authorities.
