Clerk’s Notes of the Parish Council Meeting 12 th January 2021

A meeting of Morton & Hanthorpe Parish Council (in accordance with Covid-19 rules) was held via ZOOM video conferencing on Tuesday 12th January 2021.

Participants were Councillors:

R. Wells, M. Holden, B. Hyde, S. Reynolds, A. Morris, N. Kuhn, W. Lawrance, M. Harris, M. Mumby

Also in attendance: C. & D. Cllr. S. Woolley & N. Walker, Clerk & R.F.O.

No members of the public in attendance, no questions raised.

1. TO CONSIDER APOLOGIES FOR ABSENCE:

None

2. TO RECEIVE DECLARATIONS OF INTEREST IN ANY ITEMS ON THE

AGENDA: None given.

3. TO CONSIDER CLERK’S NOTES OF MEETING HELD ON 24th November 2020 FOR

APPROVAL

AS MINUTES:

Following a proposal by Cllr. Lawrance, seconded by Cllr. Harris, the Clerk’s Notes of the meeting held on the 24th November 2020 were approved as Minutes and will be duly signed by the Chairman, Cllr. Wells.

4. CLERK’S REPORT & CORRESPONDENCE:

Report:

3 instances of fly-tipping.

2 potholes reported – both now repaired.

2 street lamps reported – one not working – one constantly on – both now fixed.

Remembrance silhouettes – prices requested (informed £100 to £130 each for metal items). (Could be stored in cemetery shed).

Flooding on High Street/Station Rd. – concern by parishioners that this will get worse with the 71 dwelling development. – 2 rundle covers reset.

Correspondence:

Precept submission for 2021/2

Litter picking grant submission.

Grass cutting grant (verge) submission.

Complaint: Bridge washed away on PRoW to the south of the High St. off A15. – Highways aware.

Received complaints (4) re: fireworks let off at playing field – New Year. Explained they were not sanctioned by the Parish Council & should not be used in a public place.

5. TO CONSIDER PLANNING MATTERS:

7. TO CONSIDER THE RESIGNATION OF COUNCILLOR D. PARKES & THE COMMENCEMENT OF THE CO-OPTION PROCESS.

Following a proposal by Cllr. Morris, seconded by Cllr. Hyde , the Council accepted the resignation of Mr. D. Parkes and that a letter of thanks be raised. The Clerk was directed to commence the process for co-option.

8. TO CONFIRM DATE OF NEXT MEETING: Tuesday 16 th February 2021 at 7.15 pm .

9. TO RECEIVE REPORTS FROM OUTSIDE BODIES:

C. & D. Cllr. S. Woolley informed the meeting that a number of properties had been missed by the recycling collection. Cllr. Woolley had informed the relevant SKDC Dept. and the missed collections will be completed shortly. Good job by the SKDC recycling team given the amount that needed to be collected.

Cllr. Woolley noted the flooding of the High St. & Station Rd. in December. Leaf fall especially can block the drains. Tarmac chippings, raised during the flood are strewn across the centre of the High St. The Clerk will inspect the road surface in St. John’s Close.

Vehicles are parking on the grass verges to the east of the church and the opposite corner near the bungalows. This is damaging the verges.

Bourne Household Recycling & Waste site remains open (for pre-booked visits).

Library – open on a click & collect basis.

Schools – open for key workers etc.

Please also note; there is a food bank collection point outside the Vicarage.

Other Matters:-

Cllr. Holden raised the potential for additional bottle banks. (Noting there is one at the Waste Recycling Centre). He also bought the meetings attention to the new pothole repair machine highlighted on Facebook.

Cllr. Lawrance raised a concern on water pollution near the triangle at Hanthorpe. Clerk to contact Anglian Water for investigation.

Cllr. Kuhn noted the demise of the convenience store on the Folkingham Rd.

Cllr. Harris raised the concern that the A15 No-Entry road signage had worn away, Clerk to inform Highways.

The Clerk informed the meeting that there is a problem with the new parish website. The old website had to be replaced to meet new accessibility laws however the Morton & Hanthorpe website has been over written with that of Morton nr. Gainsborough. LCC aware.

There being no other business the meeting closed at 8.19 pm.
