Clerk’s Notes of the Parish Council Meeting 16th February 2021
A meeting of Morton & Hanthorpe Parish Council (in accordance with Covid-19 rules) was held via ZOOM video conferencing on Tuesday 16th February 2021.
Participants were Councillors:
R. Wells, M. Holden, B. Hyde, S. Reynolds, A. Morris, N. Kuhn, W. Lawrance, M. Harris, M. Mumby
Also in attendance: C. & D. Cllr. S. Woolley & N. Walker, Clerk & R.F.O.

10. TO CONSIDER APOLOGIES FOR ABSENCE:

11. TO RECEIVE DECLARATIONS OF INTEREST IN ANY ITEMS ON THE
AGENDA: None given.
12. TO CONSIDER CLERK’S NOTES OF MEETING HELD ON 24th November 2020 FOR APPROVAL AS MINUTES:
Following a proposal by Cllr. Morris, seconded by Cllr. Harris, the Clerk’s Notes of the meeting held on the124th January 2021 were approved as Minutes and will be duly signed by the Chairman, Cllr. Wells.
13. CLERK’S REPORT & CORRESPONDENCE:
Report:
2 instances of fly-tipping.
2 potholes reported – Hanthorpe Rd. & Station Rd.
Cemetery shed door requires repair – base rotted/paint largely gone/jams solid when wet.
- Clerk directed to progress repairs.
Notices for bye-election posted. – No requirement within defined period.
Notices for Co-Option to Council (2 vacancies) posted.
Encountering problems with Parish Council printer/scanner.
- Clerk directed to replace when necessary. (To be ratified at the next meeting).
Correspondence:
Precept submission – receipt confirmed by SKDC
Litter picking grant submission – receipt confirmed.
Grass cutting grant (verge) submission – receipt confirmed.
1 response/application for Council vacancies.
Decision received from SKDC Democracy Team (later item – Closed Session)
E-mail received re: road safety concern northern end of East Lane.
Outstanding actions:
Minor repair of play equipment i.a.w. last inspection. (Currently cannot obtain the parts).
Pricing for 30 mph speed awareness signs. (3 companies approached)
2 trees for entrance to the cemetery.
The Council raised concerns i.r.t. the proximity to the Ashes plots, possible root damage and leaf fall on the memorial. In the foreseeable future additional Ashes plots will be required.
Following a proposal by Cllr. Hyde, seconded by Cllr. Mumby it was agreed to postpone tree planting. (To be ratified at the next meeting).
Replacement of High St. bench – (2 person task).
14. TO CONSIDER PLANNING MATTERS:
Applications:
S21/0044 Boarden House Farm, PE10 0XL – Change of use from agricultural to commercial for storage containers.
S21/0046 The Grange, 32 High St. Morton. PE10 0NR - Removal of conifer tree.
S21/0052 28 Waterloo Drive. Morton. PE10 0PJ - Single storey ext. & alts.
The above applications were reviewed by the Council through consultation due to the required response dates. No objections were raised regarding applications: S21/0046 and S21/0052.
Some concern re: S21/0044 including 1 phone call & 2 e-mails from parishioners. The Clerk was directed to respond to application S21/0044 noting the concerns of the Council.
Decisions:
S19/0740 Construction of 22 dwellings off Hill View gardens. Granted.
S20/2162 Church Farm, 8 Station Rd. Morten. PE10 0NN Removal of beech tree. Granted

16. TO CONFIRM DATE OF NEXT MEETING: Tuesday 23 rd March 2021 at 7.15 pm .
17. TO RECEIVE REPORTS FROM OUTSIDE BODIES:
C & D. Cllr. Woolley noted the poor state of the dykes, predominantly on the south side of South Fen Drove. Will request LCC to speak to the farmers concerned.
Elections for a number of authorities are planned for May 6th 2021. Work is in progress to make these Covid-19 compliant.
The LCC budget is due for roll-out this Friday with significant sums allocated for rural road repair & maintenance and business support for those businesses not supported by the national support schemes.
Vaccinations for Covid-19 are progressing well. Should anybody have difficulty with transport to the vaccination centres there is advice and support on the LCC website.
Relaxation of the acceptance of mixed materials at the Household Waste & Recycling Centre is under consideration. At present selective waste days remain. Booking is still required.
Other Matters:-
Missing 30 mph. sign on Hanthorpe Rd. – Clerk to report.
Playing Field – grass behind, around and under trees at eastern end of the field are not maintained as gang mower cannot access. Clerk directed to investigate cost of these additional works with current maintenance contractor.
Hanthorpe flooding issues: A significant contributing factor to the flooding is the installation of gratings in the dyke from Hanthorpe pond clogging with leaves and debris. Additionally the overgrown hedge and dyke on the south side of Hanthorpe Rd. is impeding the flow of water. Cllr. Woolley will raise this with LCC in association with the other dyke concerns documented above in Reports from Outside Bodies.
