Clerk’s Notes of the Parish Council Meeting 15 th June 2021

A meeting of Morton & Hanthorpe Parish Council (in accordance with Covid-19 rules) was held via ZOOM video conferencing on 15th June 2021.

Participants were Councillors:

R. Wells, B. Hyde, S. Reynolds, A. Morris, W. Lawrance, M. Harris, K. Morris, A. Tilley

Also in attendance:

C.C. & D. Cllr. S. Woolley & N. Walker, Clerk & R.F.O.

7.15pm PUBLIC FORUM & ANNUAL MEETING:

No members of the public in attended. No questions tabled.

7.30pm PARISH COUNCIL MEETING:

19. TO CONSIDER APOLOGIES FOR ABSENCE. C. Cllr. M. Hill, Cllrs: Kuhn, M. Mumby

20. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ANY ITEMS ON THE

AGENDA:

None.

21. TO CONSIDER CLERK’S NOTES OF MEETING HELD ON 23rd MARCH 2021 FOR APPROVAL AS MINUTES:

Following a proposal by Cllr. Hyde, seconded by Cllr. Morris, the Clerk’s Notes of the meeting held on the 4th May 2021 were approved as Minutes and will be duly signed by the Chairman, Cllr. Wells.

22. TO CONSIDER CO-OPTION TO PARISH COUNCIL: Applicants: Mr. S. Hardy, Mr. M. Tuohy

After a vote by the full Council Mr. Tuohy was duly selected as co-opted councillor.

23. CLERK’S REPORT AND CORRESPONDENCE:

Report:

Parish insurance renewed as of 1st June 2021. (Ref. agenda item 9).

Mr. Keith Noakes has undertaken the independent audit. No issues found.

The Council would like to thank Mr. Noakes for undertaking the independent audit of the Parish accounts & supporting documents and his thoroughness in this activity.

Both cemetery memorials that were judged unsafe have been addressed. Masons concurred.

Dangerous lamp post at Hanthorpe pond removed.

Correspondence:

LALC have been in contact regarding the newly hosted JADU parish websites. Due to problems and possible further changes LALC are considering a ‘maintenance’ service to reduce downtime issues and ensure continued compliance to the legal accessibility regulation. This would cost £12.oo per month.

Notice of nominations for SK Community Awards.

Additional ashes plots – the Chancellor of the Diocese of Lincoln will need to review detailed plans, not just of the additional proposed plots but of the entire cemetery with a number of detailed questions answered. A Faculty review may not be required dependent on our response.

24. TO CONSIDER PLANNING MATTERS:

25. TO CONSIDER APPROVAL OF AGAR & EXEMPTION (UNDER £25k) FOR 2020/1

Following a proposal by Cllr. Harris, seconded by Cllr. A. Morris, the Council approved the AGAR & Exemption submission for financial year 2020 - 2021.

26. PAYMENTS & RECEIPTS:

Following a proposal by Cllr. Hyde, seconded by Cllr. Reynolds, the Council approved the payments.

SKDC ½ year litter picking grant £ 463.32

27. TO RATIFY THE SELECTION OF PARISH INSURANCE PROVIDER:

Due to timescales Councillors were consulted i.r.t. the 3 quotes obtained (plus 2 nonresponses) for selection of insurance provider (required for 1st June renewal). Zurich (previous provider) was selected based on price across common criteria for all of the potential providers.

Following a proposal by Cllr. K. Morris, seconded by Cllr. Reynolds, the Council approved the selection and engagement of Zurich Insurance.

28. TO CONSIDER MAINTENANCE OF THE PARISH WEBSITE: (As per Clerk’s report.)

Following a proposal by Cllr. Hyde, seconded by Cllr. A. Morris, the Council instructed the Clerk to pursue the matter.

29. TO CONSIDER THE NOMINATION OF A COUNCIL REPRESENTATIVE TO TOWN LANDS TRUST: (vacancy due to the passing of Mike Holden)

Discussion took place as to representation. The representative does not have to be a member of the Council. No decision could be made at this time, council to consider and approach suitable candidates, item to be deferred to the next meeting.

30. TO CONFIRM THE DATE OF THE NEXT MEETING: – Tuesday 20th July 2021.

31. TO RECEIVE REPORTS FROM OUTSIDE BODIES:

County & District Councillor Sue Woolley

Contacted Highways regarding the planned road re-surfacing ‘END’ sign at the eastern end of the High Street as appeared to be finishing too early. Highways have agreed and the new ‘END’ position is adjacent to the Church.

Received notification from Highways that the A15 through Morton meets the criteria for a reduction of the speed limit from 40 mph to 30 mph. A Public Consultation will be initiated shortly.

Complaint received regarding an overgrown hedge on Station Rd. The Clerk has written to the occupier with as yet no effect. Clerk to re-submit letter.

Other Matters:

Parts of the Church yard are overgrown, especially in the vicinity of the water tap restricting access. Clerk to contact SKDC to address the issue.

The two drains immediately on Hanthorpe Rd. off the A15 are filled with water which is not draining away. The Clerk has contacted both Highways & Anglian Water to address the issue.

There being no other business the meeting closed at 8.20 pm
