MORTON & HANTHORPE PARISH COUNCIL

Minutes of the Parish Council Meeting 23rd March 2021

A meeting of Morton & Hanthorpe Parish Council (in accordance with Covid-19 rules) was held via ZOOM video conferencing on Tuesday 23rd March 2021.

Participants were Councillors:

R. Wells, M. Holden, B. Hyde, S. Reynolds, A. Morris, N. Kuhn, W. Lawrance, M. Harris,

Also in attendance: CC. Cllr. M. Hill, C. & D. Cllr. S. Woolley & N. Walker, Clerk & R.F.O.

7.15pm PUBLIC FORUM

Mr. Greg Cejer, Secretary 1st Bourne Scouts presented the plans for the field (formally football field) Haconby Lane. The Scouts have a 5 year lease from Town Lands with an option to extend. Detailed plans have been developed for the field including maintenance, renewal & development of the old changing room facilities, clearing the land and making the facilities good for both the Scouts and wider community. Initial works have commenced and funding is being actively pursued. The aim is to create a safe, secure and adaptable facility for the Scouts, associated youth groups and the community.

Alison Tilly introduced herself, candidate for Co-Option ref: Agenda Item 7.

20. TO CONSIDER CLERK’S NOTES OF MEETING HELD ON 16th February 2021 FOR APPROVAL AS MINUTES:

Following a proposal by Cllr. Kuhn, seconded by Cllr. Holden, the Clerk’s Notes of the meeting held on the 16th February2021 were approved as Minutes and will be duly signed by the Chairman, Cllr. Wells.

21. CLERK’S REPORT & CORRESPONDENCE:

Report:

February play equipment inspection carried out. Some minor repairs required including some painting which will be delayed until weather permits.

Cemetery safety inspection carried out. No issues.

New website – 3 minor additions to complete (2 ref: Agenda Item 7)

Correspondence:

Cemetery business rate notice received. Balanced to nil payment.

No Waiting Consultation at the crossroads – Highways.

Parish flood prevention – LCC offer of sand bags. (After discussion no action required)

Outstanding actions:

Replacement of High St. bench – (2 person task).

22. TO CONSIDER PLANNING MATTERS:

S20/2214 21 Stainfield Rd. Hanthorpe. First storey extension above garage & single storey front extension.

S21/0404 44 High Street, Morton. Remove fallen tree & reduce silver birch height.

The above applications were reviewed by the Council through consultation due to the required response dates.

Following a proposal by Cllr. Morris, seconded by Cllr. Reynolds, the Council approved the payments.

24. TO CONSIDER CO-OPTION TO PARISH COUNCIL (2 Vacancies)

There had been one applicant for the outstanding Parish council vacancies – Alison Tilley. Following a proposal by Cllr. Morris, seconded by Cllr. Holden, the Council approved the application. The Clerk to provide the necessary forms to formalise the position. The second vacancy will be re-publicised.

25. TO RATIFY APPROVAL OF THE PURCHASE OF A NEW PRINTER & DISPOSAL OF CURRENT FAILING ASSET.

Following a proposal by Cllr. Holden, seconded by Cllr. Hyde, the Council approved the Motion.

26. TO CONSIDER AMENDMENT OF CEMETRY REGULATIONS TO ALLOW PLAQUE MEMORIALS ON THE ASHES PLOTS.

Following a proposal by Cllr. Kuhn, seconded by Cllr. Harris, the Council approved the motion. Clerk to amend the regulations accordingly.

27. TO CONSIDER THE REQUIREMENT FOR ADDITIONAL ASHES PLOTS AT MORTON CEMETERY.

Following a proposal by Cllr. Morris, seconded by Cllr. Reynold, the Council approved the motion. Clerk to commence necessary actions.

28. TO CONFIRM DATE OF NEXT MEETING: Tuesday 4 th May 2021 at 7.15 pm .

29. TO RECEIVE REPORTS FROM OUTSIDE BODIES:

CC & DC Councillor Woolley: Leaning lamp post at Hanthorpe pond. Reported to SKDC confirmation that it is being investigated received.

Rats seen in the balancing pond between Waterloo drive & Piccadilly Way. Reported for action.

Household recycling – the collectors are to be more fastidious in ensuring correct grey bin content. Please ensure your recycling matter is appropriate.

Morton High Street is to be resurfaced.

Highways consultation i.r.t. making the A15 through Morton 30 mph.

The Don’t Lose Hope Charity have won an award recognising their good work.

CC Councillor Hill: Problem tree & hedge in Larks Rise resolved.

Road works on the A151 near Bourne Woods are shortly to take place. The road will be closed for 4 weeks with diversions in place and likely to affect Edenham, Hanthorpe & Morton.

OTHER MATTERS:

Thanks to CC. Cllr. Hill for his works resolving the Larks Rise tree & hedge problem & CC & DC. Cllr. Woolley for resolving a problem of permission for a mobility scooter shed for two parishioners.

Update regarding ‘HelpforMortonandHanthorpe’ activity. In the first lockdown the group supported 120 people; in this second lockdown only 5 have required assistance. Encouraging.

Kings Head site could benefit from further tidying. Clerk to contact owners.

The early (March) grass cutting has made the area much tidier for this time of year.

The red telephone box in the High Street has received discussion on Facebook. It is however a working & recently maintained box and therefore currently not available to be used for other purposes.

Discarded tyres on Gunborough Hill – have been reported and action to remove by SKDC awaited.
